1987 Silverado Starting problem

1987 Silverado Starting problem
Good day all.
I have a 1987 Silverado that doesn't want to start. It is a 4x4 with a 350 crate and is Throttle body injected. It will crank strong, get fuel, but will not start.
The things i have done so far is:
Replaced ECM
Replaced Distributor, cap, rotor, distributor module and magnetic pickup
Replaced Coil
I have tested the fuses for ECM and ECM1, ignition, crank and a couple of others since i was there. I have tested for spark at the coil as well as voltage from the ignition at the coil @ 12v. I have no voltage to my plugs. I had no voltage at the distributor module from the ecm, but read that it will only pulse voltage when the motor hits 400rpm and then the ecm will "pulse". We tested this on the old ecm and we found that we got 2v when cranking.
I have tested most of the grounds that i possibly could see and all seems well.
Not sure if i am forgetting to mention anything, other then i dumped 200 bucks so far into parts that i apparently did not need.
I am new to this forum and haven't found much by searching, so any help will be greatly appreciated.
