Default bringing 76 back to life

I recently aquired a 1976 gmc sierra, 4x4, 4 speed, with granny low, now the interior is in great shape for a truck that old, body is pretty good to with just a few spots of cancer, overall a pretty good truck, does have a power steering leak, the heater dont work, and its a little hard to start all the time ( what could be causing this?) I was told the carb needs rebuilt?

The truck was sitting for 2 years. I just seafoamed the truck yesterday, and changed the oil and cleaned the air filter today. what else could I do to make sure the engine and the truck are in tip top shape? I dont have too much money but enjoy working on my own cars...

also what are some cheap or free performance mods, like little things I can do for little or no money that will improve gas mileage and or horsepower and torque. I was thinking of straight piping it with gutted cats good idea?
