I'm not exactly sure what that code is, but it surely isn't the gas cap. A bad gas cap will throw an evap code. I don't know that a bad fuel filter will throw any code at all....
Might be injectors, but that's just a guess. I'm sure somebody else on here will know more about the codes than I do.
What state are you trying to pass emissions in?

I assume you don't want to take it to a dealer? I wouldn't either.
I had a similar issue when I got my truck inspected last year. I was throwing 3 evap codes. One was for gas cap, one was for EGR valve, and one was vent solenoid on the charcoal canister.
In Pennsylvania we can get an emissions waiver if you spend $200 in an attempt to fix the emissions issue. I replace the gas cap and the EGR valve, $225, brought in my receipts and got the waiver. I still have the code for the charcoal vent, but I'll wait until I get in inspected in 2010 to fix that.
Maybe you have some waiver option in Utah... I'm afraid I don't have any advice for clearing the codes though. I'd take it to the dealer for that one. You don't have to have them do the repair, and they don't rape you too bad to tell you what the problem is.
