I can't quite make out what you're asking ...
Yes, remove your old tint before re-tinting the windshield. I didn't know it was legal to tint the whole front windshield, so I'm the wrong person to ask about that.

i want to tint the windshield its not legal but i still want to do it. the only question am asking is that i have a windshield tintstrip on the top but now i want to tint the whole windshield. so idk if i should take off the strip or tint it over the windshield strip

me personally i wouldnt wanna get the hefty ticket for the front window being tinted but yes take off the strip on the top if you can before tinting it will look much better that way and wont have the bump where it overlaps if you remove it and good luck with tinting it
so anywayimop i dont think its a good idea but it is what it is people will do what they want
i do know where i live if its factory tint meaning the glass is tinted it is legal but if its not then its ileagal in the front and driver and pass windows in the front
and we can even paint the back window black and not get into trouble but then how can ya see at night

I know that in some states with a doctors prescription you can tint the windshield. If you do tint your windshield it would look better if you removed the strip first. Otherwise you will have a line where the new tint does not adhere to the windshield at the point where the new tint goes over the strip.
