Yep you're missing an integral component of your system... I forget what it's called but it's a little gray box that's about 6" long by 3" wide by 1" deep. Those wires hanging above your gas pedal plug into the box. The power cables and antenna cable are supposed to run into the gray box, then it splits it off and runs the power and radio seperately to the radio behind your steering wheel and the slave deck that you are missing.
The easiest way to get a working radio is to probably buy a used aftermarket head (like $20) and install it in the dash where the wire is. You already have an antenna adapter so you won't need that, all you'll need is a GM wiring harness. You splice the wires on the radio to the wires on the harness and you're good to go. The cables hanging under the dash by the pedal need to be rerouted through the dash (don't worry they'll reach) and up into that opening where the new head will go. Plug them into the wiring harness, plug the radio in, install it, and you're good to go.
Hopefully that made some sense...??
You're other option would be to track down that little gray box and just reinstall it, but it's probably more difficult and you would most likely want a CD player with AUX input anyways
