02 f250 wont charge

02 f250 wont charge
I was driving and the instrument cluster went out, shortly after truck died. I have to charge battery to start it. I had alternator tested 3 times all were good. I have tried 2 different batteries, same result. I get 12.5 volts to the fuse panel inside the truck, no blown fuses, instrument cluster does not work.
The voltage on the battery drops slowly with the alternator hooked up. I thought when alternator is hooked up it should read around 13 or so. My reading is 12 and then starts dropping.
I was told it could be the instrument cluster. I unhooked the instrument cluster and still have the same problem.
Could someone help?
