Default Defrost actuator motor (electric)

My heater is not letting the air go up to the defrost (window)
The actuator that controls the floor heat is closing/opening fine, as I can see it.
I can see the actuator for the vents, its working...
Where is the actuator located for the defrost flap located....??
Winter is closeing in fast and I dont want to go another year with no defrost...help....

1992.
I can see the heater flat open and close ...when its closed, it feels and sounds (whistle) like air is trying very hard to come out the bottom...
I guess its possible that something may be blocking the airflow to the defrost...?? It would have to be rather large..and how would it get down there?
If more info is required, please let me know.
